An IRS tax lien is a claim of ownership against an asset or the property of a taxpayer who owes the U.S. Treasury (IRS) for an unpaid tax debt. An IRS tax lien secures the interest of the IRS against the property until the taxpayer successfully completes repayment of the debt. When a tax lien is secured by real property, the first proceeds of the property sale are used to retire the IRS lien. If the taxpayer does not make arrangements to repay the debt, the IRS has the option to levy the property.
An IRS tax levy is the seizure of your property, wages and/or bank accounts to pay a tax debt to the IRS. The IRS will seize and sell your house, car, boat, collection, and any other asset that can be sold to retire your debt. A tax levy against your bank account(s) gives the agency the right to take all the money in your account, and this applies to other sources of value including retirement accounts, dividends, commissions, licenses, accounts receivable, rental income, and even the cash value of your life insurance policy. If a single paycheck is not enough to satisfy the debt, the levy against your wages is known as a garnishment. A bank levy is a "one shot deal". By that we mean, the IRS must re-issue a new bank levy each time that the IRS decides to attack your bank account(s). On the other hand, a tax levy on your wages is continuous unless it is stopped and released.

An IRS Tax Garnishment is a levy against your wages that withholds a percentage of your income until the tax debt is retired. IRS garnishments are not limited to the amounts established by federal and state laws relating to normal creditors, and the IRS can garnish most of your check, leaving you little to live on.

Please note that a taxpayer doesn't have to actually receive the Notice of Intent to Levy in order to be effective. The IRS merely has to mail it to any of the addresses they have on file for you.
The Notice of Your Right to a Hearing does not provide an opportunity to dispute the tax that is due. That "ship has passed". The purpose of the hearing is to determine the severity of the impact on your finances, and if it will cause immediate financial hardship.
